Uganda's Path to Progress: A Deep Dive into Museveni's Vision
President Yoweri Museveni recently took center stage in the Bugisu Sub-region, specifically at Bugobero High School in Manafwa District. His mission? To present the National Resistance Movement (NRM) government's achievements and future plans, as detailed in their manifesto. This wasn't just a casual address; it was a comprehensive overview of the nation's journey since 1986.
President Museveni, alongside NRM leaders, highlighted the seven key contributions the movement has made to Uganda. Let's break down these contributions and see what they mean for the people.
The Pillars of Progress: Peace, Development, and More
First and foremost, the NRM emphasized peace and stability. The President stressed that this wasn't an easy feat, achieved by rejecting divisive politics based on tribe and religion. This commitment is evident in the recruitment process for the army and other national institutions.
Next came development, a two-pronged approach focusing on economic and social infrastructure. This includes essential elements like electricity, roads, and telecommunications, alongside schools and hospitals.
Education: Building a Foundation for the Future
In Manafwa District, the government is working to ensure every child has access to education. With 61 government primary schools and 10 government secondary schools already in place, the plan is to establish at least one primary school in every parish and a secondary school in every sub-county. The government is also constructing 6 new Seed Secondary Schools in Manafwa District.
But here's where it gets controversial: the introduction of free education in 1996 has faced challenges, particularly from head teachers who have charged illegal fees. The government is addressing this through initiatives like skilling hubs, demonstrating the feasibility of free education.
Healthcare: Strengthening Communities
The health sector is also a key focus. Manafwa District currently has 2 Health Centre IVs and 4 Health Centre IIIs, with plans to upgrade and construct more facilities to serve the 26 sub-counties currently without government health facilities. The government is also committed to immunization programs, equipping health units, and providing more staff housing.
Water and Sanitation: A Basic Necessity
Access to safe water is another success story. Manafwa District boasts 96% coverage, with only 47 villages lacking access. New water systems have been built, and existing ones are being expanded. The Manafwa Town Council Water Supply System, for example, is 76% complete.
Wealth Creation: Beyond Infrastructure
President Museveni emphasized that development must go hand-in-hand with wealth creation. The government promotes commercial agriculture using the four-acre model (or even two acres), encouraging various income-generating activities.
And this is the part most people miss: Jobs are created through commercial agriculture and industrialization, not solely through government employment. Manafwa is set to benefit from the Manafwa Industrial Park, which will utilize local minerals and create jobs.
